Jason Palkewicz, PE, LEED AP

Principal / CEO

Jason Palkewicz is CEO and a Professional Engineer with licenses in Delaware, Maryland and Virginia with over 25-years experience successfully overseeing all phases of engineering and surveying projects for government and private-sector clients. Holding a Bachelor's Degree in Environmental Engineering from Hofstra University, together with a Master’s of Science in Civil Engineering from The University of Toledo, Jason is a highly skilled team leader, detail oriented with the ability to solve problems with limited resources while never losing sight of the big picture. 

His projects require external coordination with clients, local and state review agencies, architects, legal representatives, Zoning Commissions, City and County Councils, and other professionals such as traffic consultants and wetlands specialists, leading teams in the preparation and review of site plans, grading, zoning submittals, water mains, gravity sewer and pump stations, sediment and erosion control, roadways, specifications, etc. In addition, he is involved in the day-to-day operations of the office, including providing input on personnel adjustments, large purchases, corporate budgets and business plans, and performance reviews. 

Jason has been involved in projects of all types and scales from Mixed Use/Residential communities, such as Baywood Greens, The Overlook, Pelican Point, and Belle Terre, together with public projects such as Seagull Square at Salisbury University, Combined Sewer Overflow Elimination for the City of Toledo, Ohio, Isabella Street Bulkhead and Water/Sewer Design for the City of Salisbury and the Westside Collector Road for Wicomico County, Maryland.

Steven Fuller, PLS

Principal / Vice President

Mr. Fuller has over 26 years of experience in land surveying, civil design, and project management. Major areas of responsibility have included the preparation of site and grading plans, boundary and topographic surveys, sediment & erosion control plans, forest conservation plans, major subdivision design and stormwater management plans. Projects have covered major residential and commercial subdivision designs, road design, commercial site planning, stormwater pond design, and forest conservation master planning for college campuses.  Projects have also included percolation tests for on-site septic feasibility, critical area subdivision design, and construction stakeout.

Steve attended Salisbury State University receiving his Bachelors in mathematics in 1995.  He is a Professional Land Surveyor in the states of Maryland, Delaware, and Virginia, is a Forest Conservation Qualified Professional in the state of Maryland, and is a certified UAS Remote Pilot.  Steve maintains memberships in both the Maryland and Virginia Societies of Surveyors and the Salisbury Chamber of Commerce.

Jim Eriksen, PE

Principal / Engineering

Jim Eriksen is a Professional Engineer licensed in Delaware and Maryland and a project manager at Solutions IPEM.  He holds a bachelor’s degree in civil engineering from the University of Delaware, where he was an honors program graduate. Jim is an insightful, original thinker who will approach problems from every angle to determine the best possible solution. This results in him designing new ways of working, learning, leading, and innovating.

Jim brings over 10 years of experience successfully designing and managing all phases of projects from planning through all final engineering and zoning approvals. He is a highly skilled engineer who has an extensive, diverse experience designing residential, commercial, industrial, and municipal projects ranging from chicken processing plants to residential resort communities. His expertise in stormwater management, utility and, roadway design combined with his knowledge of agency requirements allows him to effectively coordinate and process plans with local and state agencies, other consultants, contractors, and developers. His attention to detail and effective communication allows him to maintain the big picture while ensuring that the nuances of the design are both functional and clearly illustrated.

Patrick Ryan, AIA, PP

Director of Business Development

Patrick Ryan is registered to practice architecture in Delaware, Maryland and Virginia and is also a licensed professional planner in New Jersey. He graduated with honors from the University of Tennessee with a Bachelor of Architecture degree. He has a keen awareness of the necessary balance between efficient project management and cost effectiveness that equates to client satisfaction. His personal attention to detail and overall expertise in project management brings projects full circle from design through construction to a successful completion.

Patrick’s career has spanned more than 40 years on the Delmarva Peninsula as the managing principal of two architectural firms and now as Director of Business Development at Solutions IPEM. His experience includes the planning and design of many notable projects including office buildings, hospitals, medical facilities, schools, universities and warehouses for private sector, government, municipal, industrial and commercial clients. His past leadership positions include President of the Delaware Board of Architects, Vice President of AIA Delaware and Director on the National Council of Architectural Boards and he has also been an Adjunct Instructor at Delaware Technical & Community College and has provided Expert Witness services.

Scott Rogers, AIA, LEED AP

Associate, Director of Architecture

Mr. Rogers has over 30 years of experience in Architectural Design and Project Management involving new building design, additions and renovations, tenant fit outs, re-roofing projects, and accessibility upgrades for a variety of private and public clients. Project types have included government/military facilities, medical facilities, police and fire stations, town halls, churches, retail establishments and office buildings.

Clients have included Perdue Farms Inc., Peninsula Regional Medical Center, Choptank Community Health System, INC, NASA/Wallops Flight Facility, Department of the Air Force (DAFB), Town of Delmar, the City of Rehoboth Beach, and the Maryland Department of General Services.

Mr. Rogers graduated from North Carolina State University in 1986 with a Bachelor of Environmental Design/Architecture degree. He is a licensed Architect in the states of Maryland, Delaware, and Virginia, and is a LEED accredited professional. He is a member of the American Institute of Architects and is a past member of the Society of American Military Engineers.

Scott currently serves on the Salisbury/Wicomico Planning & Zoning Commission (2005 – present) and volunteers as an ACE Mentor for the Easton/Salisbury chapter (2011 – present). He also served on the City of Salisbury Historic District Commission (1997 – 2000).


Sarah Rigot, AIA, LEED AP

Associate / Project Architect

Sarah moved to the Delmarva area after having previously worked in Raleigh-Durham, North Carolina, Blacksburg, Virginia and Washington D.C. She has 12 years of experience in interior design, client fit-outs/renovations, and new building design including office buildings, places of worship, hospitality, healthcare, education, government, multi-family residential and single family custom homes. She is LEED certified, and previously worked for a firm conducting LEED inspections and environmental testing both during and post-construction. She is licensed to practice architecture in Delaware and Maryland.

Sarah received her Bachelor of Science in Interior Architecture from the University of North Carolina at Greensboro, and her Masters of Architecture from Virginia Polytechnic Institute and State University. She enjoys a hands-on approach to design and construction, having participated in mission trips to Mexico and parts of Louisiana affected by Hurricane Katrina to rebuild and provide homes for those in need and currently volunteers with Habitat for Humanity builds.

Jeremiah Hindman

Architectural Designer

Jeremiah is a lifelong Delawarean who graduated with honors from the University of Delaware and earned his Master of Architecture from Virginia Tech. He joins the Architectural Department of our Georgetown, DE office as an Architectural Designer where he will be collaborating on a variety of residential and commercial projects.

His diverse background includes experience in a variety of residential construction trades as well as work in office settings as a draftsman and designer. Most recently, he has worked in the production building sector as a Drafting Production Manager responsible for coordinating in-house residential design with sales, vendors, trades and field crews. His project experience ranges from work on historic home renovations and existing construction remodels to custom and production new home design and construction.

Don J. Pogwist, LEED AP

Project Manager

Don has over 30 years of experience in the civil engineering field.  Don has managed the civil aspect of projects from their inception to final construction through the collaboration of the surveying, engineering, environmental and architectural disciplines to realize the clients vision.

Design experience includes grading,  stormwater management and storm drain, water and sanitary sewer systems, major subdivisions, sediment & erosion control and agency permitting.  A few of Don’s past projects include Seagull Square, Shorebirds Stadium, The Peninsula on the Indian River Bay,  Maui Jacks Chincoteague, Va,  Grasonville Wawa Timothy House and Gardens, Annapolis and  West Side Collector and Northeast Collector Roads.

Don graduated from University of Delaware in 1984 with a Geology Bachelor of Science degree.   He is LEED certified and Certified Construction Reviewer.

Mark Benzin, PLS

Survey Project Manager

Mark is licensed in Maryland and Delaware and has over 35 years’ experience as a surveyor and project manager on Delmarva.  His knowledge, experience and expertise will help further develop and grow the survey department.  His experience includes boundary, topographic, location and ALTA surveys, forest conservation plans, site and grading plans, stormwater management plans, forest conservation plans, construction stake out and as-builts. He has worked on major residential projects, mixed use projects, large commercial projects as well as major and minor roadways.

Some of his notable projects include:  The Peninsula, Seagull Square at Salisbury University, Residence Inn – Ocean City and the Fairfield Inn – Rehoboth.  Mark has also been an active member of the Hebron Lions Club for 28 years.

Micah Bunting

Surveyor’s Assistant

Micah Bunting grew up on Delmarva and graduated from of the University of Maryland Eastern Shore with a Bachelor of Science degree in Engineering Technology.  He is a certified UAS Remote Pilot and assists with aerial/drone survey work and is currently working towards his goal of becoming a licensed surveyor in the State of Delaware. 

Micah has nine years of experience with all types of surveys, but he most enjoys construction layout because of the opportunity to watch a project progress from layout to completion and boundary surveys because it reminds him of putting a puzzle together. He finds ALTA surveys to be the most challenging in terms of the amount of required details involved but it is the most rewarding when he sees the finished product. His positive approach to tasks plus a desire to continually expand his knowledge and skills make him a valued member of the survey department.

Hollis H. Bartkovich, EIT, LEED AP

Design Engineer

Holly Bartkovich is a highly skilled Engineer in Training with over 15 years of diverse experience in Civil and Chemical Engineering. Holding a Bachelor of Engineering degree from Vanderbilt University, she is an effective communicator, analytical, and a strong team leader and participant whose projects include site planning, storm and sanitary sewer design, pump station design, zoning and compliance reports, subdivision design, specifications, private and community septic systems, construction management, and LEED project certification.

Holly is highly professional, maintaining involvement in and contacts with organizations such as:

Patrick Rohlich

Civil Engineer

Pat Rohlich graduated from West Virginia University with a Bachelor of Science degree in Civil and Environmental Engineering.  He has worked as a surveyor, construction project manager and civil engineer, which has given him a comprehensive view of the project from design to execution. His multi-faceted knowledge allows him to conceptualize and approach projects from various vantage points.

His experience  includes survey fieldwork for boundary and location surveys, construction stake out survey work, as-built survey creation, construction take-off estimating, material ordering and scheduling for construction projects, engineering planning and design for residential and commercial development projects, stormwater management design and calculations, and he is experienced in multiple drafting and design programs.

Kati Brown

Office Manager

Kati earned her Bachelor’s Degree in Human Resources Management from Wilmington University and has an Associates in Marketing-Management from Delaware Technical and Community College. She has worked in other industries in administration, human resources and marketing capacities.

Kati has over five years administration experience in the civil engineering field. She has handled a variety of functions including human resources, marketing, budgeting/planning, accounts payables/receivables, convention/exhibit management as well as employee and client relations.

Principal / Founding Member

In 2018 we lost our founder and CEO of Solutions, IPEM, LLC, Frank Kea, who brought over 30 years of professional experience in Land Planning, Landscape Architecture, Real Estate Development, and Home Building. Utilizing keen insight and superior interpersonal skills with an integrated team approach, Frank provided the leadership needed to lead high impact, professional teams in solving multiple complex issues leading to successful projects for each client. This commitment to the client was essential in the success of Solutions IPEM.
